Quoting & Manufacturing Planning Manager

What You’ll Do
Lead Quoting & Estimating
- Own the full quoting cycle from RFQ intake through customer delivery — technically accurate, competitively priced, and on time.
- Apply hands-on machining experience to estimate 3-axis and 5-axis CNC work, including setup, cycle time, tooling, and programming.
- Use Mastercam and SolidWorks to evaluate part complexity and CAM programming time as part of the estimating process.
- Manage supplier quotes for raw materials, outside processing, and special processes (anodize, plating, heat treat, etc.).
- Track quote activity and win/loss outcomes; use data to sharpen pricing strategy and hit rate over time.
Own Customer Communication
- Serve as the primary quoting contact for our defense and aerospace customers — technically credible, responsive, and relationship-driven.
- Set and manage expectations on scope, lead times, and pricing; follow up on open quotes and close decisively.
- Partner with Project Managers to ensure smooth handoff from awarded quote to active job.
Drive Manufacturing Planning
- Build and maintain a manufacturing planning and scheduling process for the machine shop that balances capacity, priorities, and customer deadlines.
- Translate the awarded job backlog into a forward-looking production schedule in coordination with the Machine Shop Manager.
- Identify capacity constraints, material lead time risks, and scheduling conflicts early — and resolve them before they become customer issues.
- Support continuous improvement in how we plan, load, and execute work across the shop floor.
Lead Your Team
- Directly manage a small team (approximately 2 direct reports) supporting quoting and planning functions.
- Set clear expectations, provide regular feedback, and develop your team’s technical and professional skills.
- Build a quoting and planning function that scales with the business.
What We’re Looking For
Required
- Significant hands-on experience in manufacturing and machining — you know how parts are made because you’ve made them.
- Proficiency in SolidWorks and working with CAD models.
- Proficiency in Mastercam; programming experience strongly preferred.
- Demonstrated ability to estimate complex machined parts accurately, including setups, run time, tooling, and outside processing.
- Experience with or strong aptitude for manufacturing planning and machine shop scheduling in a job shop environment.
- Strong customer-facing communication skills — you can hold a technical conversation and a business conversation in the same call.
- Strong ability to read and interpret engineering drawings, GD&T, and material/process specifications.
- Prior leadership or supervisory experience, or a clear readiness to step into a management role.
Nice to Have
- Familiarity with AS9100D, ITAR, or defense/aerospace manufacturing requirements.
- Experience and familiarity with Additive Manufacturing techniques.
- Experience with plastics production; including molding and thermoforming techniques.
- ERP system experience, particularly quoting, job creation, and scheduling modules.
- Background in a high-mix, low-volume job shop serving defense or aerospace customers.
Compensation & Benefits
Pay: $32.00 – $42.00 per hour depending on experience. Candidates who bring both deep machining expertise and demonstrated leadership experience will be considered at the top of the range.

Who We Are
Proto Technologies is a precision CNC machining and rapid prototyping manufacturer serving Tier 1 defense and aerospace prime contractors. We operate in an AS9100D and ITAR-regulated environment where accuracy, speed, and technical credibility aren’t optional — they’re expected.
We’re looking for a Quoting Specialist who has been on the shop floor and understands what they’re quoting. If you’ve run 3-axis or 5-axis mills, programmed in Mastercam, and can talk shop with customers, this role is built for someone like you.
What You’ll Do
- Review customer RFQs, drawings, and 3D models to scope work and identify manufacturing approach.
- Develop accurate labor, material, tooling, and outside processing estimates using your hands-on machining knowledge.
- Use Mastercam or similar CAM software to assess part complexity and programming time.
- Stage and manage quotes in our ERP system with complete, accurate documentation.
- Communicate directly with customers throughout the quoting process — setting expectations, answering technical questions, and following up on open quotes.
- Coordinate with our machine shop team to validate lead times and capacity.
- Support win/loss tracking and help refine our quoting approach over time.
- Request outside processing and material quotes from approved suppliers.
What We’re Looking For
Required
- Hands-on experience as a machinist on 3-axis and/or 5-axis CNC mills.
- Proficiency in Mastercam — you understand how programs are built, not just that they exist.
- Ability to read and interpret engineering drawings and GD&T.
- Strong customer communication skills — written and verbal.
- Organized, detail-oriented, and comfortable managing multiple quotes simultaneously.
Nice to Have

Job purpose
The Quality Control Technician is integral to our manufacturing facility. The QC Tech will ensure all products meet customer requirements and maintain AS9100D standards.
Duties and responsibilities:
1. Complete inspection planning.
2. Complete first article inspections in accordance with AS9102
3. Facilitate new product integration in the production environment
4. Facilitate product verification activities in the production environment
5. Complete inspection reports
6. Perform first part, in-process, and final inspection operations
7. Facilitate calibration of inspection equipment

Proto Technologies is a precision aerospace and defense contract manufacturer specializing in CNC Machining and Rapid Prototyping. We deliver mission-critical components and assemblies to Tier 1 defense and aerospace prime contractors.
We are a growing, disciplined organization with approximately 65 users across our Liberty Lake, WA and Post Falls, ID facilities. We are seeking a technically strong and compliance-minded IT Administrator to own our day-to-day IT operations and lead our ongoing CMMC 2.0 compliance requirement.
Position Summary
The IT Administrator is the sole technical owner of Proto Technologies’ IT infrastructure, reporting directly to company leadership. This is a hands-on, high-accountability role responsible for keeping our systems secure, available, and compliant with federal cybersecurity requirements. The right candidate understands that in a defense manufacturing environment, IT is not overhead — it is mission-critical infrastructure. You will manage Microsoft 365, our network environment, endpoint security, and drive our compliance with CMMC 2.0 and NIST 800-171r2.
Key Responsibilities
Network & Infrastructure Management
- Design, configure, and maintain the company’s LAN across two facilities, including firewalls, switches, VPNs, and wireless access points.
- Monitor network performance, respond to incidents, and ensure high availability for production and administrative systems.
Microsoft 365 Administration
- Serve as primary admin for the full Microsoft 365 ecosystem: Entra ID (Azure AD), Exchange Online, SharePoint, Intune (MDM), Defender for Endpoint, and Purview.
- Manage user accounts, licensing, conditional access policies, and device compliance across approximately 65 users.
Cybersecurity & Compliance
- Own and maintain the company’s CMMC 2.0 and NIST 800-171r2 compliance posture — this is a core responsibility of this role, not a secondary function.
- Implement and enforce security controls, manage incident response procedures, and maintain a System Security Plan (SSP).
- Administer security tooling including Microsoft Defender and Purview; monitor for threats and vulnerabilities.
- Conduct periodic security awareness training for staff and support audit readiness activities.
Server Administration
- Manage on-premise and virtual server environments (Windows Server, VMware or Hyper-V).
- Execute backup procedures, test disaster recovery plans, and apply patches and updates on a defined schedule.
Helpdesk & User Support
- Provide responsive and professional helpdesk support to all staff across both facilities for hardware, software, and network issues.
- Resolve escalations promptly; in a 65-person operation, downtime has direct production impact.
Asset & License Management
- Manage the full IT asset lifecycle: procurement, deployment, tracking, and disposal.
- Maintain accurate software licensing records and ensure compliance.
Documentation & Reporting
- Maintain current, accurate documentation for all systems, configurations, and processes.
- Provide regular reporting to leadership on system health, security posture, and compliance status.
Required Qualifications
- Proven experience as an IT Administrator, Systems Administrator, or equivalent hands-on IT role.
- Strong working knowledge of Microsoft 365 administration: Entra ID, Intune, Exchange, Defender, and Purview.
- Demonstrated proficiency managing LAN environments including firewalls, managed switches, and VPNs.
- Solid experience with Windows Server (on-premise) and virtualization platforms (VMware or Hyper-V).
- Working knowledge of CMMC 2.0 and/or NIST 800-171r2 compliance frameworks — experience implementing controls required.
- Strong troubleshooting and problem-solving skills with the ability to work independently and prioritize effectively.
- Clear, professional communication skills — you will interface directly with company leadership and production staff.
Preferred Qualifications
- Direct, hands-on CMMC 2.0 assessment or implementation experience.
- Bachelor’s degree in Information Technology, Computer Science, or a related field.
- Active certifications: CompTIA Security+, CompTIA Network+, or Microsoft 365 Certified: Administrator Expert.
- Prior experience in a manufacturing, defense contracting, or government-regulated environment.
Compensation & Benefits
Hourly Rate: $26.00 – $38.00 per hour, depending on experience and qualifications.
